WindowsServer2019安装KB5066586报错0x800f0985如何解决

在安装Internet Explorer模式时出现0x8000FFFF问题
我不小心在可选功能里删除了Internet Explorer模式，然而当我想要再次安装时出现了0x8000FFFF问题，清除Windows Store缓存、禁用杀毒软件、运行 SFC和DISM、删除软件分发文件夹等方式都试过了，依然显示无法安装，请问应该怎么解决这个问题？除了通过离线方式安装之外还有其他解决方法吗？

windows server 2016无法系统更细
目前windows server 2016不能进行系统更新，手动下载补丁进行安装，安装之后正常提示重启服务器，但是进入系统之后，提示补丁安装失败，安装期间没有任何报错提示。
