Hold down windows and R keys and type in mstsc, press enter to launch Remote Desktop. It should work.

I upgraded my home computer to Windows Pro which is a requirement for remote connection. Remote Desktop Connection has been retired, now Windows App is telling me I need a WORK Microsoft account. How do I connect with a Local account?

I want to connect TO this Windows PC from my iOS device. How does running mstsc accomplish that?
It would have been helpful if you mentioned you were using it on iOS first, because the instruction would have been different.
The Remote Desktop app on iOS has been replaced by Windows app, but Windows app on iOS can support both AAD account, and personal Microsoft account.
When you have the app launched, if your iphone prompts you to allow network discovery and bluetooth, etc. Make sure you allow those.
Then go to the Devices tab, click on plus sign to add your device.
Ignore the first two boxes, tap on the PC box. Then for PC name, input computer name, network address, etc.
Then click on the back arrow on the upper left and then click Save.
Now you should see the Saved Device in the Devices tab. Click on it and it should prompt you for credential to connect.
Delete the app, then reinstall it. When you launched, see if it prompts you to allow accessing network by other devices, make sure you allow it.
On the computer, you can launch command prompt, run ipconfig and press enter.
And you can use:
IPv4 Address, the one starting with 192.168, x. xxx.
computer name
The IPv4 address is 10.0.0.201
It never prompts for credentials.
