Azure Database for PostgreSQL Flexible Server stuck in "Stopped" state – critical client impact (East US, Burstable SKU)

Hello Microsoft team,

This is an urgent situation affecting production.

Issue Summary

Our Azure Database for PostgreSQL Flexible Server in the East US region has been stuck in "Stopped" state for several days, and cannot be started, scaled, or restored by any means (Portal, CLI, or Logic App).

Server details:

  • Region: East US
  • Availability Zone: 3
  • SKU: Standard_B1ms (Burstable)
  • State: Stopped

The server has been stuck in a "Stopped" state and cannot be started, scaled, or restored.

All operations via Azure Portal, CLI, and Logic Apps fail with different errors, including:

(ServerIsNotReady) Restart and stop operations are only supported on servers that are in 'Ready' state. (ServerIsBusy) Cannot complete operation while server is busy processing another operation. (CapacityNotAvailable) Capacity is not available in this region/zone. Please retry after some time. (InternalServerError) An unexpected error occurred while processing the request. (ResourceOperationFailure) The resource operation completed with terminal provisioning state 'Failed'.

The Resource Health shows:

Degraded (Customer Initiated) — The PostgreSQL flexible server is in a stopped state.

Automated backups exist (latest completed: 2025-10-16T18:34Z), but even restore operations fail with the same internal error.

Question

Is there any ETA or recommended workaround (such as migrating to another zone or changing SKU) that can be applied even if the server is stuck in Stopped state?
