Live Mail unable to send messages

I have Windows 7 on my desktop and use Windows Live Mail. I receive messages, but recently I have been unable to send messages. I get the following error message:

The connection to the server has failed.

Subject 'test'

Server: 'promail.ptd.net'

Windows Live Mail Error ID: 0x800CCC0E

Protocol: SMTP

Port: 25

Secure(SSL): No

Socket Error: 10013

    I have many clients who use WLM. The most common cause of messages not being sent is a corrupted message in the outbox. Messages should remain there for very brief intervals. It you find one or more there, delete the oldest first and try Send again.

    If that does not solve the problem, check your settings including port numbers

    I deleted all messages in the outbox and tried several times, but it still doesn't work.

    Exactly what should I check regarding port numbers in settings.

    You need to speak to or check with your internet email provider. Each one has unique settings. Yours may be wrong or they may have changed them.

    Check your webmail on their server. There may be a security hold that needs to be released.

    You should understand that internet email providers do not like their clients using email programs because it allows you to avoid seeing their ads.
