Does "Apps and games from the Microsoft Store will no longer receive publisher updates after 30 June, 2023" mean that the Microsoft Store for Windows 8.1 shut down or will it no longer be available for publishers to publish updates?

    It is already shut down.

    This explains it.

    https://support.microsoft.com/en-us/windows/windows-8-1-support-ended-on-january-10-2023-3cfd4cde-f611-496a-8057-923fba401e93

You can continue to use installed apps and games on a Windows 8.1 PC after January 10, 2023. You will not be able to make any new app purchases or any in-app purchases after January 10, 2023. Installed apps and games will receive publisher updates through June 30, 2023 (or later if support is provided independently by the developer). After updates are no longer available, app quality and usability may be degraded. Customers who move to a Windows 10 or Windows 11 PC can use and reinstall previously purchased apps and games on their new or upgraded PC.

I thought shut down meant that you couldn't even download updates since if it's shut down it means that it would say no connection, like how on Windows 8 RTM it says no connection because the Microsoft Store for Windows 8 RTM shut down in July, 2019.

You can take it up with Microsoft; if you want to.

    We don't work for Microsoft.
