Windows 11 "Even better, use an online account" link isnt working, page keeps refreshing when i click it and nothing happens

i am trying to set up multiple different models of laptops and i keep getting greeted with the same issue:

at the screen that says:

Who's going to use this device?

You'll use this name to sign in to your device.

Enter your name

Name:

Even better, use an online account

every time i click the link at the bottom the page just refreshes then I'm back to it again. this has been going on for days. what should we do?

    Do you mean SSO 365 environment is Azure domain?

    Hi Daisy,

    Yes thats correct. Its an Azure domain. Not hybrid or on prem - completely cloud.

    I have set this same laptop up before in our domain and in Intune and it was fine. I reset the PC, and now when I don't get the option to use an Azure AD account to set up the laptop.

    i need to know is what URL's i would need to unblock to get to this page: (attached image) we are a zero trust environment and we block every url. We would need to unblock stuff to work and it seems that microsoft added more urls for this page's functions.

    Mine isnt an azure issue, i just want to join a domain. yes we use azure but azure isnt a problem as it hasnt caused us a problem for a while. (relating to this)
