I solved this issue by resetting my Dell XPS8950 to factory/default settings. Oddly, doing so installed a newer build (22621.1992) of Windows 11 Pro 22H2 than the one I downloaded from Microsoft (Build 22621.1928) when I tried to do an in-place repair upgrade of Windows 11. In any event, the 1992 build solved all problems and I didn't need to muck about with UDP settings or the registry. I'm going to have to re-install some software, but it's nice to be able to remote into my machine again. Hope this helps.

Very weird behavior from remote desktop app - see gif. Control panel settings shows that remote desktop is allowed but I still cannot connect.
