I've managed to solve this on my computer after upgrading to 25H2 by clicking on Windows Defender Firewall "Restore defaults".
Win 11 Remote desktop toggle button doesn't work
Very weird behavior from remote desktop app - see gif. Control panel settings shows that remote desktop is allowed but I still cannot connect.

Change your network firewall in network settings from public to private then the remote desktop toggle will work :)

Disable UDP in Group Policy.
Press Windows + R, type gpedit.msc, and then click OK.
On the left pane, navigate to the path below:
Computer Configuration > Administration Templates > Windows Components > Remote Desktop Services > Remote Desktop Connection Client
On the right pane, double-click Turn Off UDP On Client.
Lastly, click OK after selecting the Enabled radio choice.
If the Windows 11 Remote Desktop capability stops working after the 2022 update, this is another fantastic option. The UDP client should now be totally deactivated, allowing your Computer to connect.
