while creating a new account at dev.azure.com. When I'm trying to get verification code to verify phone number. when I click on Send Text or Call me, I get an error on new page "We’re unable to validate your phone number".

When speaking with the tech router or customer service representative, inform them during sign-up that you are unable to validate your phone number. They will then create a support ticket and escalate the case to the Azure Subscription/Account Review team.
Once your case is routed to the appropriate team, a support engineer will reach out to assist you further.
Ensure that the correct phone number and email address are provided when creating the support ticket to facilitate communication.
Also, do share the case number here for reference to track the case internally.
