Creates an XmlDictionaryString from the input parameters and adds it to an internal collection.

ArgumentOutOfRangeException

id is less than zero.
ArgumentNullException

value is nulla null reference (Nothing in Visual Basic).
InvalidOperationException

An entry with key = id already exists.
