Restarts the message pump after it has been paused.

Parameters
- dwCookie [in]
An unsigned long integer value that contains the cookie that is received from a call to the IActiveIMMMessagePumpOwner::Pause method.
Return value
Returns S_OK if successful, or an error value otherwise.
