Setup to execute a batch of SQL statements. This method will close all existing command or reader.

Parameters
- lengthEstimate 
 Type: System.Int32- Best guess of the number of characters in the SQL statements to be executed. Does not have to be exact. 
- bindPartitionId 
 Type: System.Boolean- If true, the current service host partition id is bound to @partitionId
