So what you're saying is instead of the full context menu, only a small floating formatting bar and copilot appears on every right click? If yes, try this.

Go to File → Options → General.

Under User Interface options, uncheck:

• “Show Mini Toolbar on selection”

Click OK.

Then restart Excel and try right-clicking again.

If the full menu comes back, that was the cause.

It could be an add-in preventing the full context menu to show up.

• Go to File → Options → Add-ins.
• At the bottom, choose Excel Add-ins → Go…, uncheck all, click OK.
• Then restart Excel and test again.

If menus reappear, re-enable add-ins one by one to find the culprit.
