The range extension to RTCRtpEncodingParameters enables an implementation of the H.264UC codec supporting MRST transport to demultiplex layers encoded with a range of SSRCs.

When present in RTCRtpEncodingParameters passed in a call to to RTCRtpSender.send, this extension instructs an RTCRtpSender object utilizing an H.264UC encoder to send RTP packets with MRST transport, utilizing a range of SSRCs.
