Indicates whether a specified party is allowed when a user already has one or more external party relations.

true if the party is allowed; otherwise, false.
Remarks
Rule #1: a user may have external relation to two or more different parties if the party being added is in one of the following relationships (parent or child) with existing party (parent or child): 1. Acquired 2. LE Parent Suvbsudary 3. Merged 4. Subsidary
Rule #2: a user may have external relation to two or more different parties if the party being added is an existing party are in external relation map (defined by Rule #1) to the same party in the address book relationship hierarchy.
