Returns a value that indicates whether this XamlType represents a markup extension.

Remarks
This method can be invoked by calls to IsMarkupExtension.
The default implementation consists only of this call:
return CanAssignTo(XamlLanguage.MarkupExtension);
Override this method if you want IsMarkupExtension to use different logic.
In XAML specification terms, this type must be assignable to x:MarkupExtension in order to return true for IsMarkupExtension.
