Creates a new instance of the FreezableCollection<T>.

Do not call this method directly (except when calling base in an implementation). This method is called internally by CreateInstance, whenever a new instance of the Freezable is created.
Notes to Inheritors
Every Freezable subclass must implement this method. Typical implementation is to simply call the class parameterless constructor and return the result.
