Can Outlook be downloaded onto a Chromebook and when I read the web does that mean a website or play store ? I have heard a yes and no , still I don't seem to be able to . If not is there a backdoor way around like a general email app. I only use it for personal use, not business.

Hello !
On a Chromebook, you can use the web version of Outlook (available at outlook.com). You can also install it as a PWA (Progressive Web App), in order to use it as an app.
However, you cannot use the classic PC version of Outlook, nor the Android version of Outlook (available on the Play Store). These two versions are not supported.
