Dark Mode keeps on turning back on despite changing the Personalisation setting

I have been going in circles trying to disable dark mode (which I don't want - ever). I has changed so that it seems to start in the evening and whatever I do (Personalisation change to Light Mode) it keeps reverting which I don't want and didn't ask for!

    Does it have administrator access?
