First, please access the Admin Center and follow these steps to ensure that the license has been successfully assigned to the user:
Step 1: Go to https://admin.microsoft.com
Step 2: Click Users > Active users, then select the user you want to check
Step 3: Click Licenses and apps and make sure the user has been successfully assigned a license
