Hello moyo richard,
Thank you for reaching out to Microsoft Q&A Forum! From your description, I understand that your account was hacked and the recovery options were changed, and I get how stressful this is. If your Microsoft/Outlook/Hotmail account is the one that was hacked, here's what you should do:
1. Submit the Account Recovery form
- Go to the Account Recovery Form via https://account.live.com/acsr
- Enter the hacked email and an alternate email where Microsoft can contact you.
- Fill in as much accurate information as possible, such as old passwords, folder names, frequent contacts/subjects, billing info and submit from a familiar device/location.
- Please refer to this official guideto help you fill out the form more accurately.
- If your Microsoft account recovery request was not granted or was unsuccessful, please check Account recovery unsuccessful - Microsoft Support
2. If the account is locked for suspicious activity
If you receive a message saying your account has been locked due to suspicious activity, please submit the Account Reinstatement form, which is specifically for accounts locked due to suspicious activity and different from the Account Recovery form (ACSR) above.
For more details, you can see these official support links:
- Account has been locked - Microsoft Support
- How to recover a hacked or compromised Microsoft account - Microsoft Support
Please understand that our initial response does not always resolve the issue immediately. However, with your help and more detailed information, we can work together to find a solution.
Thank you for your understanding and please feel free to let me know how it goes.
