Started getting Smart App Control warnings

I have been using Microsoft Office Professional 2007 for about 2 months in Windows 11. A couple of days ago I started getting the "Something went wrong" message. It is really messing with my productivity. I tried to change it to the Evaluation mode, but that option is not available. Is the Smart Control App absolutely necessary as long as I have Windows Security and a reliable anti virus? I don't use 365 and I don't see why I should have to uninstall and reinstall my Office program and have to reset the Quick Access toolbar again not knowing if that would even help. I know that if I shut it off I would have to reinstall Windows to get it back. Have I possibly changed a setting to cause the problem? EDIT: It is not that the programs won't open or work. I can open and revise Microsoft Word and Excel files. I am getting the 0x426-0x0 error when not even using the programs. Just opening the web will trigger it. It comes on the screen within minutes of each other. I don't use Outlook so I wonder if I should uninstall it and see if that helps.
