aad-extensions-app

I recently created a new tenant and attempted to set up external identities. When enabling "Enable guest self-service sign up via user flows" it failed a few times but eventually saved. I went on to create a user flow and it complained that it couldn't find the aad-extensions-app in the tenant. The app was never automatically created and it's not listed in the deleted apps under app registration. I tried to recreate it manually by copying the settings from another tenant but that didnt work. Does anyone have a solution to get the app recreated? I've read that i need to recreate my tenant, but does the mean i need to wipe out all my O365 subscriptions? I'd rather avoid that if possible.
