You can raise a Microsoft Azure billing support request here it’s free of charge for billing and subscription-related issues.

Write Billing in Search bar and click on Go. you can see current selection drag down check billing from it & select your subscription from the dropdown and click Next

Click the Create a support request button at the top, and do not select any of the other optionsFill the required information as asked below After a short delay of a few seconds, several suggested solutions will appear. Please do not select any of them; instead, click the Return to support request button located in the upper-left corner, as shown below. You will now return to the support case page. Click the Next button at the bottom to continue to the Additional details tab. Provide the required information; you may need to include your Subscription ID as part of this step. Complete all the required prompts and select Create.
