I can see why this would be confusing, Windows 11 used to let you set a default location through the Maps app, but that app is no longer supported, which is why the old instructions don’t work.
Right now, Windows relies mostly on live GPS or your network connection to figure out your location, and apps fall back to your region and time zone if no precise location is available.
A good first step is to check Settings then click Privacy & Security then go to Location and make sure location services are turned on and go to Settings then click Time & Language then Language & Region to set your country, region, and time zone correctly.
Some apps also let you manually set a location inside the app itself, which often works better than the system default.
Can you tell me if your PC has GPS, or are you relying on Wi-Fi and network location?
That will help figure out the best way to get apps to recognize a default location.
