Azure DevOps Wiki - Project Administrator group members unable to edit Wiki

Summary:

Users with Azure DevOps Project Administrator group access are unable to edit Project Wiki. Options are greyed out.

Steps to Repro:

Troubleshooting steps attempted:

Removed all users from Project Administrator group and all other groups
Added users back to Project Administrator group
Verified individual has CONTRIBUTE=ALLOW in the repository permissions image (1).png
Created new project
Created new wiki test page
Added user to Project Administrator group
Verified invidual has CONTRIBUTE=ALLOW in the repository permissions for new project image (2).png

Could you please confirm when you created new Project in troubleshooting step, then Adam was able to access or not. This will tell whether issue is at project level or Organization level.

None of the users I tested with were able to edit the Wiki in either project despite having Project Admin access and CONTRIBUTE=ALLOW for the repository file.

Please confirm whether the user’s access level under the organization’s settings is Stakeholder or Basic. If it is set to Stakeholder, kindly change it to Basic.
