Since the fundamental tools were unsuccessful, let's focus on resetting the search functionality directly. Please run these commands in an administrative Command Prompt to completely rebuild the search index and restart its services:
- Stop and Reset Search Services:

- Re-register the Search Application: Press

This process will clear the entire search database and re-register the application. The first search after this will be slow as it rebuilds the index.
Upgrading to 25H2 is a viable last resort, as a feature update replaces the entire OS, which would fix any deep-seated corruption. However, the steps above are a more direct and less disruptive solution that often resolves this specific issue.
