   • Check the quota usage for App Service Plans or Total Regional vCPU.
   • If you are near or at the limit, consider requesting a quota increase.
3. To request a quota increase:
   • Go to Help + Support in the Azure portal.
   • Open a New Support Request.
   • Under the Issue Type, choose Service and subscription limits (quotas).
   • Select the relevant resource type and request an increase.
4. If the issue persists and you cannot create App Service Plans even after waiting and checking quotas, contact Azure Support directly. Include the error message and your subscription ID for faster assistance.
5. Ensure your subscription is active and fully provisioned, as new subscriptions may also experience temporary restrictions.
