I want to try Azure Free to learn and practice Azure DevOps. When I try to sign in, it shows some old personal information — my name, last name, and email are correct, but my address and country of residence are different.
The Azure free subscription is only available to new customers when they sign-up for Azure. Since you mentioned that your old information has been saved from last time you used Azure, this won't be available for you.
Since you're not eligible for this offer, please sign up to the 'Pay as you go' service plan found here: https://azure.microsoft.com/pricing/purchase-options/azure-account
Once you have signed up for the pay as you go subscription, you will be able to update your information here: https://portal.azure.com/#settings
