How to get Azure OpenAI registration approved for Modified Content and Abuse Filtering access?

I’m currently working on a development project that requires access to Azure OpenAI Service with Modified Content and Abuse Filtering enabled. I have already submitted the registration form for approval but received a denial notice.

I understand that approval for this type of access may depend on use-case evaluation and compliance requirements, but I haven’t been provided with clear guidance on how to proceed after a denial.

Could someone please clarify the following:

  1. What specific criteria or requirements must be met to have a Modified Content and Abuse Filtering registration approved?
  2. Is there a process to appeal or reapply with additional documentation or business justification?

This access is essential for a verified internal project we are developing, and I’d like to ensure all requirements are properly met before reapplying.

Thank you for your time and any insight you can provide.
