How to get Azure OpenAI registration approved for Modified Content and Abuse Filtering access?

I’m currently working on a development project that requires access to Azure OpenAI Service with Modified Content and Abuse Filtering enabled. I have already submitted the registration form for approval but received a denial notice.

I understand that approval for this type of access may depend on use-case evaluation and compliance requirements, but I haven’t been provided with clear guidance on how to proceed after a denial.

Could someone please clarify the following:

What specific criteria or requirements must be met to have a Modified Content and Abuse Filtering registration approved?
Is there a process to appeal or reapply with additional documentation or business justification?

This access is essential for a verified internal project we are developing, and I’d like to ensure all requirements are properly met before reapplying.

Azure OpenAI has two paths: standard usage (most customers) and Limited Access features (like turning content filters partially/fully off or modifying abuse monitoring). The Limited Access path has stricter eligibility and can be denied if the tenant or use‑case doesn’t meet criteria yet.

What you can do now:

Confirm whether you actually need “Modified Content Filters/Abuse Monitoring.” If not, you may use Azure OpenAI under standard terms without a registration form. See the official policy: Limited access to Azure OpenAI Service.
