Since you've tried the password reset and account recovery form without success, your next step should be to chat with Microsoft Support. They can give you personalized help to get back into your account.
To contact them, go to the Microsoft Support Contact Page, enter “Account Recovery” in the search bar, and press Enter. Then, click “Get Help” and scroll down to “Contact Support.” select “Other Products” and then “Manage Account Security.” You should then see the option to chat with support agent directly.
Explain that you're locked out while traveling and the recovery form didn't work.
