Out of Band KB5070773 update fails to install

Every time I try downloading the KB5070773 update, I always encounter this error:

"We couldn't install this update, but you can try again (0x800f0983)"

I also ran DISM and sfc but it still fails nonetheless.

Full name: 2025-10 Cumulative Update Preview for Windows 11, version 25H2 for x64-based Systems (KB5070773) (26200.6901)

    Yes, several users have reported experiencing this issue. If you’d like to install the update and are encountering the same error, please try performing a repair installation.

    To do this:

    1. Go to Start > Settings > System > Recovery.
    2. Under Fix problems using Windows Update, select Reinstall now.

    This process will repair your Windows installation without affecting your files. After installing the repair version, download the (Out-of-Band update).

    Did you try the repair reinstall method I suggested earlier? Did the KB5070773 update failed after installing the 25H2 repair version?

    KB5070773 is a Preview update (Out-of-Band update) released on October 20. Sometimes, Preview updates can be a bit more challenging to install compared to regular updates.

    This update was released to address the USB bug that caused USB devices, such as keyboards or mice, to stop working in the WinRE after the October 14 update.

    If your device is running normally, you can disable the toggle “Get the latest updates as soon as they’re available” on the Windows Update page and then restart your computer.

    Even if you disable this option, your device will continue to automatically receive the regular monthly security and quality updates through Windows Update to ensure it remains up to date and protected.
