After a developer subscription expires, the data is typically retained for a limited grace period (often 30-60 days) before it is permanently deleted. I strongly recommend that you back up any important files, data, or configurations from your expired tenant as soon as possible to avoid data loss.

Also, according to the Microsoft 365 Developer Program FAQ, subscription renewal is based on development activity. Specifically:
So, if the user is actively using the subscription for development purposes, the system will automatically renew it every 60–90 days. If there's no valid development activity, the subscription will expire and eventually be deleted after a grace period.

-Method 1: if you still want to continue with the program, the official path forward is to sign up for a new Microsoft 365 Developer subscription from the official program website. Please note that you should use a new phone number when creating a Microsoft 365 Developer Program account. If you reuse the same number from a deleted account, you’ll need to wait more than 60 days before registering again.

- If you prefer to retain your existing tenant name and recover certain services, log in to your previous tenant, add billing information, and purchase a paid license (e.g., Office 365 E3).
