You need to use the account recovery form. You need to fill out the form twice a day, every day, until you get it back.
If you haven't started giving out the address, make a new account and write down the password and add at least three security methods on the proofs page. https://account.live.com/proofs/manage/additional
You should also create a recovery code at the bottom of that page, especially if you enabled 2-step verification. Keep the code in a safe place and don't forget where it is.
