The Recycle Bin’s restore function puts files back in their original location, so if that location has been deleted, moved, is on a disconnected drive, or has restricted permissions, the restore button may not work. The Recycle Bin itself can also be corrupted for a specific drive, or very large files or files on network drives may fail to restore. You can try this fix , first check that the original folder still exists and you have write permission, then try dragging the file from the Recycle Bin to another folder to bypass path issues. Make sure any external or network drives are connected, and if problems persist, running system tools like chkdsk or sfc /scannow can repair underlying filesystem or permission issues.
