Cheapest Hosting for WordPress Multisite on Azure

Do you know of any options to host a WordPress Multisite on Azure for about $18 per month?
With all services and apps included.

10 Gb Storage.

We're currently hosting on AWS but gor non-profit credits to host on Azure and I would like to

make use of them and save us some hosting fees.

Any must‑have plugins (WooCommerce, page builders, LMS, etc.)?

Which Azure region do you prefer?

So one main site with two sub sites.
At the main site you pick your language <url removed>
1000 visits per month total, about 500 every second week.
Its a small non profit website that delivers news, reviews and YouTube interviews about the South African film industry. Most of the readers are on the newsletter list of about 1300. The rest of the traffic is from social media posts and organic. Not a busy site. The English site is the same content as on the Afrikaans site. Just for international and English speaking readers.
