I understand how frustrating it is to lose access after changing your phone number. You are correct that with 2FA enabled, the standard password reset and the Account Recovery Form (ACSR) are disabled or ignored. Here's what you could do:
1. Start Security info replacement
- Go to Microsoft security management page
- When prompted for verification, choose “I don’t have any of these” or "Try another way" (if shown). This starts a 30-day security info reset.
- Follow prompts to replace your security info and enter a reachable contact (phone or email).
Note: Microsoft will place a standard ~30-day security hold and this cannot be expedited or bypassed by support agents. After 30 days, you can add your new phone and reset the password.
2. While waiting
- Do not remove the account from the Gmail app, keep it so you can still read any incoming mail during the hold.
- You will be notified that your security information is pending change. During this 30-day period, you cannot access or change your password.
- Once access is restored, immediately add new security methods and generate a Recovery code.
