To better understand the issue you’re facing, may I ask you: Are you saying that you cannot download Outlook Classic on Windows to access your Exchange 2019 mailbox, or that you are unable to sign in to your Exchange account in Outlook Classic and believe the feature to use Exchange Server accounts has been disabled?
If you cannot download Outlook Classic:

If you cannot sign in to your Exchange account in Outlook Classic:
