If after waiting and following the steps to refresh permissions via SharePoint, you still cannot add members from your organization to Shifts, even though the user is already part of the main channel, I recommend submitting a service request. You can do this by creating a support ticket in the Microsoft 365 Admin Center. Please go to Support > Help & Support and clearly describe the issue in your request.
Note: If you're an end user, please contact your IT administrator to follow these steps.
