According to this issue, may I know if you could confirm that you could access to Windows login screen but your keyboard & mouse were not working? Please follow these suggestions to see if it could help.
1.Try to unplug your mouse and keyboard and then plug them into different USB ports to see if they work.
2.Try to plug your mouse and keyboard to any other devices if possible to see if they are working properly with other computers.
3.Try to access Windows' safe mode by interrupting Windows booting 3-4 times (turn off computer during Windows logo loading) to trigger Automatic repair > Advanced Options > Troubleshoot > Startup Settings > Restart > Safe Mode.
If you could get into Windows Safe Mode and your mouse and keyboard are working in this mode, please look for Device Manager (right click on Start button > Device Manager) > Expand Mouse and Keyboard > Properties > Update or Roll back driver.
