Bot Framework Cross Tenant 401 Authorization has been denied for this request.

Hi,

We are attempting to create an Azure App and a Azure Bot to work with MS Teams. When the bot is installed on MS Teams, we can post message replies within our same tenant, but get a 401 everytime we try to do this cross tenant with the error: Authorization has been denied for this request.

We are using a MutliTenant app with a UAMI Bot. The Bot has no additional permissions and the app has Team.ReadBase.All and Channel.ReadBasic.All.

What are we missing? We've used this setup in a test tenant and have been able to make cross tenant calls. As such, we believe this may be an issue with our tenants configuration.
