How to Fix "the procedure entry point could not be located in the DLL" on my Windows PC

Hello, I used the "sfc /scannow" and it worked OK. However, this is the report it gave me.

Windows Resource Protection found corrupt files but was unable to fix some of them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. Note that logging is currently not supported in offline servicing scenarios.

The problem I'm having relates to 4K Video Downloader Plus.exe Below is the error message I'm getting:

"The procedure entry point GetDpiForSystem could not be located in the DLL C:\Users\H\AppData\Roaming\4kdownload.com\4K Video Downloader+\4K Video Downloader+\SoftwareUpdate\3dcf87e6-d265-42ee-a8c5-cbc1c3bcae0b\4dvideodownloaderplus\4kvideodownloaderplus.exe."

I would appreciate any help available and thank you all in advance.

    You are on a Windows 8.1 system. The GetDpiForSystem function is not available in Windows 8.1 OS. This function requires Windows 10, version 1607 or newer Windows OS.

    The sfc /scannow command reports that it found corrupt files on your computer but was unable to fix it.

    In this situation, you should do In-place Upgrade / or Clean Install your Windows.

    Try these steps bellow to In-place Upgrade your system:

    Disclaimer: Let’s try performing an in-place install or in-place upgrade which will refresh your Windows files and operating system without removing files or applications. That being said, we always recommend that if you have important data, you should back it up before making large system changes. If you want to back up your data first, please do so. Once you are done backing up, you can follow the steps in the following guides:

    1. Download Windows Media Creation Tool
      1. If you're on Windows 10, please visit Download Windows 10
      2. If you're on Windows 11, please visit Download Windows 11
    2. Then scroll down to Create Windows 10 installation media / Create Windows 11 Installation Media and click Download Now
    3. Open downloaded file, walk through until you see a screen asking you What do you want to do? / Choose which media to use
      1. If you're on Windows 10, choose Create installation media > Next > ISO file
      2. If you're on Windows 11, choose ISO file
    4. Choose the location you want to save ISO file, then wait for the tool download it
    5. Open ISO file, Windows will create a drive
    6. Open newly created drive, run Setup
    7. Walk through steps to In-place upgrade your system
