If your tenant has not been inactive for more than 220 days, then please can you reach out to Azure support using the phone number for your region in this article: https://support.microsoft.com/topic/global-customer-service-phone-numbers-c0389ade-5640-e588-8b0e-28de8afeb3f2
This is the fastest way of reaching out to support to get them to activate your tenant again. Just so you are aware, the system will mark your tenant as inactive if you do not sign into it for more than 200 days. You then have an additional 20 days to reach out to support to re-activate your tenant. This is done by the system automatically.
If it has been more than 220 days, then the support team will be unable to retrieve your data. This is because it would have been deleted to comply with Microsoft's data protection policy.
