We tried everything mentioned above but still getting the error, When we click on 'Test'.

1. I got a '1' when I ran this query: SELECT FULLTEXTSERVICEPROPERTY('IsFullTextInstalled');
2. Our 'DBA', checked that the TFS service account is a SQL login and db_owner on Tfs_Configuration and all Tfs_Collection* databases.
3. Granted SysAdmin on the entire SQL instance.

TF246021 is the generic TFS “something failed” page. The key is the SQL detail: error 7666, which is a Full-Text Search permissions error — it literally means “User does not have permission to perform this action.”

Why this happens in TFS 2015
When you open the Project → Admin page, the app tier makes SQL calls (including full-text) using the TFS service account, not your interactive user. What to check / fix

1. Full-Text feature and services • On SQL, verify full-text is installed:

SELECT FULLTEXTSERVICEPROPERTY('IsFullTextInstalled');  -- expect 1

• Make sure the SQL Full-Text Filter Daemon Launcher service is running. Confirm which account TFS actually uses In TFS Administration Console → Application Tier, note the Service Account shown there. That is the login the app uses against SQL. Ensure that exact login exists on SQL and is mapped as a user in Tfs_Configuration and all Tfs_Collection* DBs (typically with db_owner). If you recently changed the service account, re-apply via the Admin Console so SQL permissions are set consistently.

Why your latest notes still show the error
