Even though this seems like a technical issue, the billing team can often help with subscription limitations and policy issues, especially for educational accounts.
Go to the Azure Support page and select the option for "Billing" when creating a new request. Explain that your Azure for Students subscription is restricted to certain regions, and this is preventing you from using services like Static Web Apps. Politely ask if they can make an exception or guide you on how to resolve this.
While you wait for a response, you could also check if the service you need is available in any of your allowed regions. Sometimes services are deployed to more regions over time.
