Before we draw a conclusion, please help me check these two things to pinpoint where the problem lies:
- Are you looking for the Teams Meeting button like the one in the image below?
- Have you tried accessing Outlook on the Web (via a web browser)?
- Is the Outlook application you are using on your Mac the New Outlook or the Legacy Outlook?
Based on some documents I have read shared in the community, the central issue here is the difference between account types. With a Microsoft 365 Family plan, you cannot schedule Teams meetings directly through the desktop Outlook software in the same way business/school accounts do.
The robust Teams Meeting integration (Add-in) in Outlook is typically reserved for Microsoft 365 business or education editions (accounts connected to an enterprise-level Exchange Online server). I apologize for this unnecessary complexity that Microsoft has created between the different subscription tiers.

Also, you don't need to worry about the Teams Admin Center or Admin Policies. These tools are only for administrators of subscription business or edu. It is completely normal for you not to have access to them with your personal subscription.
