Cannot add Outlook on Mac as an Internet Account

I went to add Outlook as an Internet Account so that contacts/calendars would sync. Apple level 2 confirmed this when I discovered IOS and Mac contacts and calendars were out of sync as was Outlook.

When trying to add Outlook at SETTINGS > INTERNET ACCOUNTS:

When trying to add Outlook:

1. Get a window “Add Account – enter your email address” I enter my outlook email address > continue
2. I get a window titled "Microsoft Exchange" - to get started, fill out the following information: Name, Email address [SIGN IN] > click signin
3. then another window Microsoft Exchange, Signin to your exchange account using Microsoft. Your email address will be sent to Microsoft to discover your exchange information [CONFIGURE MANTUALLY] [SIGN IN]
4. First click SIGNIN – “Authentication Failed – failed to authenticate, please try again later”
5. Went back and tried CONFIGURE MANUALLY - I used my then current password - failed. Created a new password – failed. Created an App Password – that failed. “Unable to verify account name or password”

Another Apple Level 2 after digging around came back and said others were experiencing the same issue. She thought the window (grayed out) that was projected before authentication failed was suppose to project the Microsoft authentication script (my choice of words) where those with two factor authentication are asked for confirm a number on their Authenticatior app. But as I said it was grayed out and authentication failed everytime all day.

She also said that I needed to call Microsoft and say something like (she wasn't very precise) need to reset my Exchange server. Must have been 2+ hours on a chat with Microsoft today so no avail.
