Visual Studio 2017 unable to install on SharePoint 2019 App Server, no errors thrown.

Hello Team,

As part of an overhaul process of upgrading from SharePoint 2019 to SSSE, we are planned to convert SP Designer workflows using Visual Studio. We have chosen to install 'Visual Studio 2017 Pro' for this activity and we are stuck with the installation process itself !

We are trying to install VS 2017 Pro on a SharePoint App-Server and a WFE machine, using an offline layout. However, after downloading the packages to the layout, the installer fails to load from the setup file. When double clicked (multiple attempts), it initiates and disappears after a minute or so. No errors are logged / shown. Attached screengrab of thie issue.

We even installed the 3 certificates and then tried running the setup, but no result. This is now a huge roadboack for us to begin our development activities. Note that this is an offline installation, as the App server supposed to be without internet access.

Any help would be appreciated !

    1. Run the Installer with Logging Enabled This will help capture silent failures:
      vs_setup.exe --log log.txt

    Please share the log file if you'd like help analyzing it.

    1. Use Command Line for Offline Installation Ensure you're using:

    vs_setup.exe --noWeb --path "E:\VS2017Pro" --pathInstall "C:\Program Files (x86)\Microsoft Visual Studio\2017\Professional"

    1. Verify Certificates Confirm the 3 certificates are installed under Trusted Root Certification Authorities and that the server was rebooted afterward.
    2. Run as Administrator Right-click vs_setup.exe and choose Run as administrator.

    Try Compatibility Mode Right-click vs_setup.exe → Properties → Compatibility tab → Run in compatibility mode for Windows 10 or Windows Server 2016.

    1. Check System Requirements Ensure:
    • .NET Framework 4.6.1 or higher is installed.
    • Windows Server version is compatible with VS 2017.
      • No antivirus or endpoint protection is blocking the installer.
