- Enable Whiteboard for Teams Rooms Devices
- Reason for the missing toolbar on certified devices like yours is that the Microsoft Whiteboard service is not enabled for this type of device at the organizational level.

- Navigate to Settings > Org settings > Services tab.
- Click on Whiteboard.
- In the Whiteboard settings pane that opens, ensure that the option "Turn on Whiteboard for your entire organization" is checked.
