Hi,
If it is a PDF file saved locally to your device, can you try to right click > open with > Microsoft Edge and check if you can open it successfully?
Can not open a pdf file that is on my desktop, instead of trying to "open" it says "Save".

I am trying to open a pdf file of my resume to review it before I send it to employers. When I open the download page and I have the pdf file I want to review, the notice appears on the screen "Do you want to replace it or save it". I need to open the file .
